Public Accountant, graduated in 1985 from the School of Economics and Business Administration of the University of the Republic of Uruguay (“UDELAR”). 
Post-graduate studies in Finance (ORT University 1994-1995) 
Professor at “UDELAR” University, at “UCUDAL” (Catholic University of Montevideo) and ORT University delivered disciplines in the field of Business Management. 
Participation in several courses and seminars related to his profession and delivered over a hundred lectures on subjects regarding his profession or the institutions he has been linked to. 
Since 1986, he developed his professional activity in the private sector, both at the national and international level. Between 1986 and 2002 he worked as the Head of the Accounting Department and as Finance and Administration Manager of the Company CITESA, where he gathered direct knowledge of the economic and social situation of the countries of the Region, and was in contact with business actors of the MERCOSUR area and Chile. 
From 2002 to 2005 he worked as Manager for Planning and Control of Administration and Costs of Pirelli Cables, Energy and Telecommunications in Santo André (San Pablo, Brazil). 
In 2005 he was appointed by the Uruguayan Government to serve as President of the “Corporación Nacional para el Desarrollo” (National Development Corporation), where he organized and led a working team that introduced important changes into the Institution. 
In April 2008 the President of the Republic of Uruguay entrusted him with a project for the creation of a National Development Agency, which finally crystallized in a Law passed in 2009. 
On August 11th 2008 the President of the Republic announced the appointment of García as Minister of Economy and Public Finance. He held the position from September 18th 2008 through March 1st 2010. 
From July 2010 to September 2012, he served as Representative Director of CAF – Latin America Development Bank in Argentina. 
From September 2012 to August 2014 he was Special Advisor of the Executive Presidency of CAF for regional finance programs. He undertook the creation of the Latin America Fund for Small and Medium-sized Enterprise Credit Securities (“Fondo Latinoamericano de Garantías de Crédito para PYMES”). 
In December 2014 elected President Dr. Tabaré Vázquez designated him to hold the position of Director at the Planning and Budgeting Bureau of the Presidency of the Republic of Uruguay and he is holding office as such since March 1st 2015.
